The survey involved members of the top certification programs in the IT industry. Net gains due to obtaining a certification were also researched, and both Oracle and Cisco Certified Professionals were, again, at the top of the list for increased salary due to certification.

No, all you need to do it pass the tests. However, some training is usually recommended before attempting the tests. All of the questions on the test come from the official Oracle study guides so it is advisable to take a course that provides these guides.
